PSTN Calling - can we help Microsoft accelerate country roll-out?

With the addition of France we now have four countries where PSTN calling is available.  The reasons for the slow rollout are well documented - commercial/legal, rather than technical.  As a telco/MNO operating in 'smaller countries' that will not be on the Microsoft PSTN Calling radar for years, is there anything we can do to speed up the PSTN integration process?
