Below article says that “This is a feature that your admin has to configure for your company”.
But how to enable this "Use your desk phone to make a Skype for Business call" feature in admin side?

I believe this is only for on-premises Skype for Business Server.

And you're using 100% cloud-based Office 365 Phone System or are you Hybrid/CCE?

I have check office 365 E5 environment and office 365 with CCE environment, cannot find the setting to enable feature. Maybe this feature only available in hybird scenario? It seems no document about this.

First of all you if your use Skype for Busines in O365 you need to be in a country that has PSTN calling ennabled in O365 or you need to have a apliance on prem to connect your sip trunk to O365 trough CCE.
Do you already make phonecalls trough skype for busienss client?
