Visitors sees drafts

In a site pages library I set versioning to:
Require Approval = no
Versions = create major and minor versions
Who can see draft items = only users who can edit
Require check out = no

I have two users who can see draft versions then only having visitor permission. This happens in both Edge and Chrome. They've had members permissions before. 

Does any one have a clue? I tried soo many thing sp far with no luck.

try to delete the users from the site...and give new read access with a new group or direct as person.
