Viewers on a SharePoint Page

I regularly use the views functionality to see who has looked at a page (hover over the page link, click the three dots, and view page viewers/# of views). Our managers do the same to hold team members accountable for viewing critical information updates. One manager reached out to me this morning and said that an employee claims they have viewed the page (twice, no less!), but he isn't logged as being one of the viewers. The manager only has a handful of people who need to see this information. I've not experienced someone viewing a page and not getting logged as having viewed it, but I thought I'd put this out there for anyone who might have had that experience to give the employee the benefit of the doubt.
