User unable to check out documents

Hi,

I have a couple of users who are in the owners group for the specific site but are unable to check out or view documents (Word, PDF, Excel) that have been uploaded by other users.

Any idea why this is happening??

Could it be inheritance has been broken in the library so even those users are owners in the site they are not in the library?

Or the the new documents are not checked in after upload…
