User access control to form fields in Lists


We have an issue tracker in Lists.


How can we control which users can modify the "Status" column value (or Assigned to) for a list item?


Especially the "Assigned to", as users who log issues should not be able to assign people, only admins.


Is this possible? Couldn't find any information about it


Also, is it possible to set non-admins to only be able to edit the issues they created?
