An update on the situation, I have went into the /sitemanager.aspx and was able to look at the structure of the site. It looks like who ever created the site created this site under the main site and not part of the directory like the rest of the main sites. I am still not able to see why there so many sub-sites, because they don't seem to be listed in team sites. If anyone was in unsure of what I am talking about or there are so many mistakes in my description let me know.
