Symbols Within Modern Page Links Getting Overwritten, and Breaking

I'm trying to add a link within a Modern SharePoint page. Within the URL, there is a query string that contains symbols; specifically, brackets.

When I add the URL, I find that the links will work for a minute or 2, but then the brackets within the URL are overwritten with %5b for [ and %5d for ]. The site I'm linking to doesn't like the replacements and therefore the links are broken.

Steps to Reproduce:

1. create a link on Modern page using either text, markdown, or quick links.
   • Use the following URL: https://site.domain#querystringvariable=[content]
2. Save the page.
3. Hover over or click the new link.
4. Refresh the page after 1-2 minutes.
5. Hover over or click the new link.

Expected Results:

The link remains the same in steps 4 and 6

Actual Results:

The link changes between steps 4 & 6. 

At step 4 the link is the same as entered.

At step 6 the link has changed to https://site.domain/#querystringvariable=%5bcontent%5d

Edit: Expected results are that the link stays the same between steps 3 and 5...
