SPO - performance

Hi 

Is there a guide available on how to "performance" optimize and how to measure SPO sites performance? - stating some kind of "baseline/minimum" performance (what to expect) - so all End Users can stop with the "it's slow" 

anyway, the performance 'investigation' should always start with a tracert to  <tenant>.sharepoint.com to clarify their route to O365/SharePoint - correct? 

The 'SERVER RESOURCE QUOTA' on the site collection - would that help any to be adjusted to more than 300  - performance wise?

Changing the server resource quota won't make a difference unless you have some very special custom applications.
