Site level permission changes cause endless loading when clicking share/copy link

Losing my mind on this today. I'm trying to create a custom sharepoint permission level:

- can't delete

- can't create

- can't edit

- disable sync

- can't change sharing

I can do the above, but when I test with a user account I have a problem. Clicking the share link or copy link button results in an indefinite spinning circle.

I've recreated this several times now (different groups, different permission levels, copying default levels, creating my own). 

I'm at the end here. What is going on?

I do not see any issue in doing that. Can you change the browser, this issue seems to be browser related.
