Site collection admin unable to create retention policy

Hi,

In a Sharepoint online hubsite a site collection admin is trying to create a retention policy but he is getting the message that he doesn't have access. 

Whe he clicks on the request access button and the goes to his email to grant access (to himself) the problem persists. 

I looked att the hub site permissions settings and he is part of the owner group and he is also added as an user with full control. 

 

I tried my self in a team site where I am the owner and i got the same message.

How can the admin set policies?

Retention policies are managed through the security and compliance center in O365 admin portal. Not through SharePoint itself. You do require global admin or some of the other compliance roles in order to set these policies.

Somewhere I readed that the policies managed from the compilance center but I thought that it was for other tasks. 

 

I gonna try to find documenation to start to learn how to use it ;)
