SharePoint Workflow Manager Azure Service Fabric updates

What is the process for upgrading the Azure Service Fabric Runtime version installed with SharePoint Workflow Manager? One of my customers has noticed that 9.1.1583.9590 has a vulnerability that needs patching. I have tried just installing the latest version, but that appears to have broken the workflow manager installation.

This continues to be an issue in general.  Lack of documentation and installation instructions for Azure Service Fabric and Service Bus updates.  It was challenging enough using webpi; and now without that I have not found any specific documentation on how to apply the various updates when updating an Azure Service Fabric deployment to support SharePoint Server 2016/2019.
