We have a SP site with folders set up like this:
Out of nowhere one of the folders in a sharepoint site changed to this appearance with a hugely limited functionality. How do I change so it looks like the above?

i think you have libraries, not folders ;)
The classic view is activated in the library "Set file 2022".
You can set the modern experience in library settings > advanced settings:
