Sharepoint realtime updates for users with read only permissions (Excel)

We have an Excel document that only certain users can modify. All other users are in read only mode. However, those read only users are not seeing live changes as the document is modified.

Any suggested solutions or reasons for this problem.

Is there any chance that the Excel file is checked out or encrypted?
