SharePoint post announcement with a link on document library page

urgent please, i need to post/show an announcement/banner with a new link in the SharePoint library page, but cannot find an option, please help

@prayele it might be possible with SPFx, but out-of-the-box it's not do-able.

You could create the link as as .url file and pin in to the top.
