Sharepoint Online built-in rule creator not working.

i have a rule set when a value of a field is set to something, an email will be sent.

 

i have a column named status and when we change it to completed, an email is sent to the requestor. we tried many times and set it to completed, but emails are never sent.

Did you ever find a fix for this? I'm having this issue.
I'm facing the same issue. This rule does not work if it is configured for a person provided in the SP Online List column (the column type is person or group). But it starts working when the same user configures it as send to @me.
It's better to use a flow in Power Automate.
