SharePoint / OneDrive sharing to anyone need the Edit Permission ?

Is it possible to set the following permission to each Group ?  I  found if the user can share the copy link to anyone, they must need to have edit permission. 

1. Group A - Browser(v) / Add(v) / Edit(v) / Delete(v) / Sharing to Anyone (v) (Copy link , Only Browser/View)
2. Group B - Browser(v) / Add(v) / Edit(v) / Delete(x) / Sharing to Anyone (v) (Copy link , Only Browser/View)

3. Group C - Browser(v) / Add(x) / Edit(x) / Delete(x) / Sharing to Anyone (v) (Copy link , Only Browser/View)

Group A/B is easy to define . Only I don't know how to set the permission to Group C . I don't want too many user to have the edit permission .
