Hi, Is there any way to migrate a site collection in SharePoint online to another Site Collection in SharePoint Online ?

How do you mean?
Change URL?
Transfer all files and content to a new site collection?

Same or between two tenants?

Transfer all content, same tenant but might be other tenant

On the same tenant :

For lists:

https://support.microsoft.com/en-us/office/create-a-new-list-based-on-the-columns-in-another-list-49...

And then use power automate to migrate the content of those lists :) 

For Libraries: 

Just mark all the files and press move and choose the new location!

For Another tentant:

You need an migration tool such as  ShareGate

Yes you but you need permissions in both tenants and login with the additional account

But as stated above by me and Juan, for between tenants a third part migration tool is recommended
