SharePoint home site not showing in Teams - why

I want to display my SharePoint hubsite in Teams.
I've upgraded my Hub (Comms) site to a home site. I've created my app with Vivo, successfully uploaded it to Teams Admin and added it to to the global policy and pinned it, to push it out to users.

Yet my app is not showing up when I log into Teams. I've successfully added this app several times on other tenants and has always worked. What could be blocking it? 

I can add it manually but I want to automatically push it out for the users.

@Victoria Symons two tips that You might want to try:

1. Verify that You are not assigned to another App Setup Policy than Global. (It easily becomes a mess when you have multiple App Setup Policies and a Custom policy that overrides Global)
2. Check that your Permission policy also contains the app.
