SharePoint Document Library Tabs do not show

Hello All

I was wondering that when I create a new document library it gives me NEW, UPLOAD, SYNC , SHARE and MORE tab, but in my other library it does not give me those tabs. How can I fix this? how can it be appear. I checked advance setting and everything but I couldn't figure it out. can someone help me I am new to SharePoint. 

So in native Document it does not show those tab and I want to show those tab.

Hi,

This a a webpart which can be removed and reinstall on the site.
Press edit on the page > remove the webpart > add a new webpart and put it back on

See if this works.
