SharePoint & Planner permissions

Hello,
I would like to ask for your help with setting up a permissions on my SharePoint site.
What I have:
- SharePoint Collaboration public site
- Planner (the same which is created with SharePoint site)
- announcements widget on main page
- planner widget on main page

What I need in permissions:
- there are two types of users that use that SharePoint: administrators (who can edit everything) and normal users who can only visit the page, read announcements widget, and edit Planner.

What I came up with:
- I noticed that every Planner user immediately become SharePoint group member. Otherwise, he is not able to edit the planner. But, members have edit rights to SharePoint main page by default, if I disable them that, they don't have a right to edit Planner widget.
So to solve that issue, I came up with an idea to go to SharePoint Site Pages folder and then to permission settings for that directory, and there disable editing for SharePoint group members. But then I have this problem that when user tries to enter the public SharePoint main page, ha has to request for access. I don't want that. Is there any other way to achieve this?

@Matt97 Hi, we have are having the same issue. Did you ever find a solution?
