Restricting the creating team but Able to create new plan

Hi, 

I am planning to migrate my organisation file server to SharePoint and Team. As I am testing different permission options. I found a situation, I have to restrict the team leaders and staffs to not able to create a new team. So I was following this article:

However, I would team leader to able to create a new plan on the planner. 

Is this possible? (or if this is a discussion already exist would you be able to gentle direct me?)

Since you are adding a Plan to an existing Team, you should not have problems on doing it...you have disabled creation of new Teams, but not what you can do with existing Teams
