We are trying to grant a user permissions to create columns and tags within a specific modern document library. That way someone other than a site owner is able to create/monitor columns and metadata tags. We'd prefer that person to be unable to create libraries, pages and other powerful stuff a site owner can do. Is there a custom permission level we could create to do this?
