restarting Distributed Cache servers

According to this MS official article

https://docs.microsoft.com/en-us/sharepoint/administration/manage-the-distributed-cache-service#perf...

"Perform a graceful shutdown of the Distributed Cache service by using a PowerShell script "

we must graceful stop each Dist cache cluster member each time before restarting the server. Yes / No ? Not clear in the documentation. It says prior restart from CU patch, but what about other restarts ..

2. It says Dist cache holds Tags and Document activities. What is Document Activities .. isn't this stuff SharePoint online only ?

3. According to the article each cluster member needs to be gracefully shut down or else you lose indefinitely all tags and document activities that were in that cache cluster's memory. This sounds like Boeing MCAS system. Why you call it cluster and why don't you duplicate each data among cluster members, so it is not worry to restart them ?

4. Lets say we restart a Dist cache server due to patching forgetting to gracefully and holly transfer it per article. Does this mean all Tags and Doc activities that were in that servers's cache are gone forever ?
