Publishing Page - Comms Pages

Hoping someone can provide some guidance, my organisation has decided to move away from publishing pages and migrate them all to Comms pages.
My issue is one of our publishing pages has a discussion board attached to it that acts as an almost error reporting, software, computer query tool. Every time a user submits a request/issue/query a workflow notifies our team by email and we respond on the discussion board. We have turned it into a pool of knowledge so that other users can use it to maybe fix their issues without contacting us.
I was looking to replicate/create this on the new Comms Page but I don't see a viable option?
Any ideas?
I know teams could be used but I know that's not what my higher ups will want!
