Provisioning SharePoint Look Book templates

We have an advanced user that is requesting us to download the SharePoint Look Book templates but when we try to "provision" them, it appears it creates a new site vs. providing additional templates to users when creating a new SharePoint site.  Am I missing something?  Is this how it is supposed to work?

that's correct, when you provision a site from the look book, there will be create a copy of this site in your environment...that's all.

@David Mehr - so these won't be part of the design templates when creating a new template?  How would users take advantage of using them?
