OR condition

I want to make a flow that when a file is created in a SharePoint library OR another file is created in another library do something !!!

Mmm...interesting scenario, but I cannot think on a way to achieve this with a Flow because your Flow will be triggered based on one single event and not in two as you seems to require here

Just have the same flow on each list? Or if it's complex, you can have two starter flows, that copy some data or what not from those lists to another list which has your main flow. Guess it kind of depends what your flow is doing that might allow a few other ideas.

I agree with @Juan Carlos González Martín, no way to create a trigger to look for both.

EDIT: Just saw the OR. That still goes back to the issue of not having a trigger to do that. Not sure you can do this.
