Open Office Files in Edit not View - SharePoint 2019 On premise

We have installed a new SharePoint 2019 on-premise and have it set as a basic team site with an Office Web Apps server.  We have set the default behaviour to open Office documents to open in the browser, however, the default is READ view not EDIT.  I notice that the url is "action=default" (I need "action=edit").  The user then has to choose Open in Browser or Open in Word which we want to avoid.  Is there a way to force the default behaviour to Open in Edit mode as opposed to Read mode?

Have you added your SharePoint domain to the Internet Explorer Trusted Zone? This should open files in the desktop client in Edit mode, given they have the appropriate rights.
