I want to clarify error more specifically.
I installed new OneDrive Sync Client. Client version is: Version 23.023.0129.0002 (Windows)
My Client OS Info: Windows Server 2019 Std 1809
SharePoint Version: SharePoint 2019 Enterprise (December 2022 CU) (Turkish Language Pack Installed)
My Site Host created with 1033 language id

Errors in ULS Log

Error in OneDrive Sync Client

If any info needed i can share.
The error says that scope id is null as you see. What is scope id and why it null.
I tried OneDrive Sync different web applications and different my site host sites but the result is same.
The important clue is this happens only in Turkish people. That's way i think it's about language or regional settings. Bu all of my environment is installed and configured with English locale settings.
Any help appreciated.
