No help article sharepoint content rules

The menu item that the help article says to use is not in the menu. What can I do to set up content rules?

Also, what I want is for a document to be

a) duplicated and

b) moved to archive folder

on a particular day of the week. Is that going to be possible?

Activate the Content Organizer feature on a site

You must have at least Site Owner permissions and the publishing features must be enabled.

I prefer an solution with Power Automate to duplicate and move a document.
