For a customer we need confirmation from the maximum of people in this group (because we can't found any official documentation) that Microsoft has disable the for Site Owners the possibility to create Content Type Policy templates (the link appears but when you try to finalize the creation of a policy you get an error message) in Modern sites and that this can be done now only through the Central Admin.
We have already tested with three different SharePoint Online subscriptions (it seems to be conclusive that it can't indeed be done anymore in modern sites) but we need more evidence to reach a consensus before giving our final conclusion for our customer.
