Moving documents from one folder to another if Library exceeds limit

Hi,

Can I just confirm that the moving of documents from one folder to another that are in a Document Library that exceeds the threshold is not allowed even if the person doing it is an owner of the site??

I have a user who as the permissions of an owner, who is unable to move documents from /to another folder...

They get this error message

The two folder are held within the same Document Library

There 25013 items in this Library

How can this be resolved if this is the case.  

If this isn't any ideas why the user is getting this issue.

The Permissions do have 'Unique Permissions'???

Did you get resolution to this?  I am having the same issue, and figured I would reply here before I go down the 365 support road.

If I make the user a site admin, the user is then able to move folders.  Took away permissions for now.
