With a SharePoint Online Modern Site, "Members" can share files. This is possible using SharePoint's "Grant Access", and using the "Share" menu option from within the application (e.g. Word, OneNote etc.).
Members, however, are unable to remove share permissions, an "Owner" must instead remove share permissions.
OneNote returns the following error when attempting to remove a share permission:
Is this expected behaviour or a bug?

Unfortunately those instructions don't help, as Members can't choose the drop down menu.
