Making a rule based on prior versions

Hi,

 

Trying to develop a rule in Sharepoint where it shows if a field in a prior version is "true." 

 

So, for example, if documents arrive from an entity and we enter the form into the system then that becomes version 1.0 (obviously). But, if there are missing documents then for one of the fields we note that "No" (i.e. don't have all the documents). If the missing documents are then received then we go back to the form and amend which then becomes ("Yes") version 2.0, and so on. 

 

This is data we'd like to collect to see if certain entities are more likely to submit missing documents and this is done monthly. So, versions may be updated by the end of the month and likely missed.
