Image with Multiple Links

I am currently using a hero webpart. I want to clean up my site and have a couple of images with multiple navigation links, instead of using multiple different webparts and to eliminate scrolling. I want the images to look like this:

@gjbannister01 Any issue while using Hero web part? You can have multiple images and links using hero web part (you can try different layouts available).

Also, you can try using Quick links web part with images/icons.

You can use the web part which fulfills your requirements. If not and you need custom web part / solution, you can develop it using SharePoint Framework (SPFx)
