How to set rules to a specific list item

I have been trying to set an alert to a specific list item when a specific field changes to a specific value. When I set the rule then it applies to all items in the list but I want it to be able to set specific rules for specific list items. Can someone help with this?

@KrishanG This is not possible using rules in Microsoft Lists / SharePoint lists as rules are defined at list level & not at list item level.
