How can I prohibit deletion of files to some users in SharePoint? Could you provide step by step guide? If the deletion is disabled, will be the move of files between folders also disabled?

you can create your own sharepoint permission level:

Your second question: when you move a file, it will be moved and DELETED on the target, i think, it's not possible, but you will find out.

oh sorry, i have see more then one question in your question 

I don't know, as my answer: when you move a file, it will be moved and DELETED on the target, i think, it's not possible, but you will find out when you create your own permission level, add it and try it.
