How to organize Hub Structure in SharePoint online?

Hello,

I require to understand, on what criteria I should define the hub structure in SharePoint online? Can you please help?

Note : I do know how Hub structure is defined, however I am unable to understand what criteria to be considered for the organization having multiple departments and multiple site collections for the different purposes.
