Do you mean the automatic news digest described in this article? Automatically sending news post digests - SharePoint (microsoft.com) 

It can be disabled for your organization with SharePoint Online Management Shell
Set-SPOTenant -EnableAutoNewsDigest $false.

Can I disable it at the site collection level ?

No, it's currently only a tenant-level setting.

There is a mention on the documentation, that they are working on a feature to remove specific sites from the news digest.
