Hover Over Text - Based Off Color

I am going to create a share point list, one of the  columns will be color coded.  The definitions are labeled below.  Is it possible to have th is color coding within a column and then when you hover over that color desplay the description.  So in the first case below it woud say:

BLUE:

• 1 candidate or fewer for site visit
• No replies to E-mails/Ads

YELLOW:

• Two to four site visits
• Candidate in active discussion with Leadership
• Verbal agreement
