Group expiration Policy

We are in process of migrating sites from On premises to online (Classic site). I recently found out that lot of site owners had actually went in attached O365 Group to an individual sites, to make use of Modern site. Unfortunately, they seem to be receiving lots of Group renewal emails,  few sites were deleted, and we had to restore the sites from admin center. After having a conversation with Users they seem to have heavily using share point ( downloading, Uploading, deleting, viewing ) on regular basis. And they still keep on receiving those auto renewal email else the site is getting deleted.

I am willing to know why are the sites still being deleted or why are those signals not counted as daily activity and auto renew the Group automatically ?

also can we change the template as Modern site with no M365 Group policy ?
