Global Admin Cannot Access List

I am a Global Administrator but there is a list I cannot modify the permissions for.

I tried to run some PowerShell scripts to add myself with Full Control but kept running into errors.

Is there a way I can resolve this?

Is there any other site collection administrator (SCA) for SharePoint site where this list is created?

If yes, ask them to grant you full control access on list or add you as SCA for this SharePoint site.
