Forms for Excel not showing in Sharepoint online?

Hi, 

I am having trouble trying to find forms for excel in SharePoint (private channel) when I click new document. Even when I click edit new menu nothing shows? 

My current view is in Modern Experience. Could this be a licensing or permissions issue? 

I can create a excel sheet in my one drive and connect it to forms - however If I was to move this to a sharepoint folder then the answers would stop updating in excel and I wouldn't be able to access the excel workbook through forms directly. 

Has anyone else come across this problem?

@Dynamicshs as far as I am aware Forms is not available for an excel file stored in a private channel.
