Flow to alter list when column of another changes

I'm looking to create a list in SP which will have a column of dropdown names. When the column is updated with a particular name, another list which is owned by the named person will be updated with the same information that was in the original list. What would be the best way to set up the flow?

Or is there a way that the list items can only be seen by the person whose name is in the column? For example, I can only see the items which are assigned to me and everyone else can only see the items that are assigned to them.
