What's the quickest way to view what permissions individual users have for a specific document in a document library?

go to your library and to your document, context menu and manage access:
You see the sharing links and the direct access, you can also go to advanced for an classic permission overview vor your document:

under advanced you can see the permissions from groups and users, users can be into groups and have the permission level from the group. You can not see users in AAD grups.
You have also a Check Permission action unter advanced to check the permission from a specific user.
