External Sharing setting per site collection; By doamin + By Security Group

On the Tenant level we have 2 settings for external sharing:-

To restrict by security groups and/or by domain. and also on each site collection level, we got these settings for the "Limit external sharing by domain":-

so my question is, if we can define unique settings for the "Allow only users in specific security groups to share externally" on the site level? or this can only be defined on the tenant level and applied to all site collections which allow external sharing?

@john john Hi, consider using sensitivity labels for containers here instead (groups, sites, teams).

Use your own settings, this is just for showing.
