External Sharing is enabled for our SharePoint Online- However not able to add external users

External Sharing is enable for our tenant; sometimes it works when sharing content with external users. Sometimes when adding external users to a site. it shows 

"Your organization's policies do not allow you to share with these users"

Well, you must take into account that depending on the site type, external sharing configuration might be different. For instance, for Group sites the defaul sharing setting is to Share with new and existing guests
Yep, as Juan said, Team / Group connected sites by default do not follow the "External" sharing defaults that you set in Sharing settings for SharePoint etc. You need to manually update these either via script or through admin center. Active sites > then under Policies tab. Click Edit on External Sharing and then change it to desired Sharing. It probably isn't configured as permissive.
