Enable-SPOCommSite didn't create new homepage

I recently ran Enable-SPOCommSite against my root level classic team site to convert to a Communication Site. Unfortunately it didn't generate a new page in Site Pages and set it as the homepage. I thought that was no big deal so I went to Site Pages and created a new Site Page but I get stuck with the large title block at the top. I tried to re-run Enable-SPOCommSite but it gives an error that the site "already has the communication site experience enabled". 

Any ideas?

Make sure that your Site Pages library is using the New experience. You can enable it in Library settings > Advance settings > List experience.
