Document sets: preventing editing at the top level

I have created a library in Modern, containing several document sets, so that I can inherit metadata onto the files and folders stored in the set. One site Member edited the metadata at the top level of his document set, and all the files inside picked up the changes. Later he discovered that he couldn't edit the metadata on any of his files to something other than what he had put on the top level--SharePoint immediately reverted the metadata to what was at the top level.

Question: is there a way to prevent Members from editing the metadata on the top level of a document set, but keep Member edit permissions on the files and folders inside the set?

@toalanne As far as i know You cannot do that. However, in the Document Set Settings (when You click on the Document Set Content Type in the Document Library) You can choose which columns that should be inherited from the Document Set to the underlying Documents.
