Disable (hide) option to create communication site

Is it possible to only allow users to create team sites using the "Create site" button?

So depends, if you want them to just create an old school SharePoint site, not the new Group connected SharePoint site and comm site (these are together or not at all right now) then you can via the SharePoint admin interface under settings. Then select Classic sites, which will be the old school stand alone SharePoint sites.

Unfortunately no.

We want to closely manage and monitor the creation of communication sites to prevent that each team will come up with its own communication site.

The creation of new team sites is not such a problem since these are linked to a group working together not as communication towards the entire organization, and we can apply the lifecycle policy.

Far as I know it's an either or, you can't turn off comm site creation if you allow group creation. What you might do as an alternative is turn off site creation, and instruct people to create a group via Outlook/Planner/Teams to create their SharePoint site.
